He was born in 1969 in Slutsk (Minsk region).

Since 2013 works as a trumpet teacher in Belarusian State Academy of Music, since September 2017 – as a senior teacher, since 2020 – is the Dean of Orchestra Faculty, Associate Professor of the Brass and Percussion Instruments Department.

M.Shkulepa is a high professional musician, laureate of different national and international competitions.

In his performing practice continues traditions of performing school of trumpet performance set but his teacher N.Volkov. In his repertoire there are works of different epochs and genre-stylistic features. In his pedagogic work he widely uses achievements of national and foreign sciences, encourages students on active research. Successfully conducts scientific-methodological work, holds master-classes and helps educational establishments of the Republic of Belarus methodologically. His students annually participate in class concerts.

Among his students: – XIX International Competition-Festival of Musical-Art Creativity. Slavic meetings: 1^st degree S.Kovaliuk, 11^th prize L.Gevorkov (Minsk).

In 2021 was awarded Certificate of Honor from rector’s office of Belarusian State Academy of Music “For professional achievements and contribution into upbringing creative youth”.
