Born on June 20, 1962 in Minsk, Belarus.

Since 1989 teaches on department of Musical Theory of Belarusian State Conservatory named after A.Lunacharskyi. Since 2002 till 2016 leaded the Department of Musical Theory. From 2005 till 2010 was vice rector for academic affairs. From 2010 till 2021 was rector of Belarusian State Academy of Music.

She is recognized scientific leader of Belarusian Musicology, leads scientific school in the sphere of musical theory. She leaded the scientific research and scientific methodological work of the department, took part in development of educational standards; scientific materials are included in compulsory requirements for thesis exams in specialty 17.00.02 Musical Art, and are also used in educational process of the CIS countries.

Since 2000 she is a member of Union of the defense of doctor (candidate) thesis on specialty 17.00.02 “Musical Art”, since 2006 she is a member of Coordination Council of scientific works in the sphere of culture and art of the Ministry of Culture of the Republic of Belarus and is also a member of expert commission of the Ministry of Culture of the Republic of Belarus for the acquisition of the works of Belarusian composers.Since 2009 leads regional department of International Musicology Society.

She is the main editor of scientific works of Belarusian State Academy of Music and scientific-theoretical magazine “News of Belarusian State Academy of Music” and also she is the member of consultation council of scientific magazine of St. Petersburg State Conservatory named after N.Rimskyi-Korsakov “Opera Musicologica” and a member of editorial team of scientific magazine of Ukrainian National Academy of Music named after P.Tchaikovsky “Ukrainian musicology”. Since 2011 is a head of Expert Council of Higher Certification Commission of National Academy of Sciences of Belarus on the history of art and cultural studies. Since 2014 is a head of Council of the Special fund of the President of the Republic of Belarus for the support of talented youth. She is a member of subcommittee of State Prizes of the Republic of Belarus in the sphere of literature, art and architectures. She’s also a member of Presidium of rectors’ council of the higher education institutions of the Republic of Belarus. She is a member of the Council of the rectors of conservatories of the CIS countries.

Since 2016 she was elected as a member of Council of the Republic of the National Assembly of the Republic of Belarus of the sixth convocation from the city of Minsk. She is a member of numerous public and professional associations including Public Council under the Ministry of Internal Affairs of the Republic of Belarus, a member of subcommittee of State Prizes of the Republic of Belarus in the spheres of literature, art and architecture, a member of expert commission of the Ministry of Culture of the Republic of Belarus to confirm the status of a creative worker etc. In 2017 she was a delegate in the 2nd Congress of the scientists of the Republic of Belarus.

While being the rector of Belarusian State Academy of Music she provided growth and strengthening of educational, creative and scientific potential of the academy, she strengthened and widened bond of academy with foreign partners, provided academy with membership and participation in such international organizations as European Conservatory, Musical Academies and Highest Musical Schools Association, Cymbalists World Association, European Piano Teachers Association, International Musicology Society etc.

Since 2016 represents the Republic of Belarus as a part of Public Council of cooperation of the CIS countries in the sphere of music and education in the sphere of culture and art.

Conducts a great job in popularization and propaganda of achievements of professional Belarusian musical art, performs on the radio and television programs, committed to the issues of development of national music culture, upbringing of creative youth.

E.Dulova was awarded Certificate from the Ministry of Culture of the Republic of Belarus (2007), from the Ministry of Education of the Republic of Belarus (2009), the Certificate of Honor from the National Academy of Sciences of Belarus (2009), anniversary medal in honor of 80th anniversary of the National Academy of Sciences of Belarus (2011), the Certificate of Honor from the Ministry of Culture of the Republic of Belarus (2012), breast mark from the Ministry of Culture of the Republic of Belarus “For the contribution in culture development of Belarus” (2017), Certificate of Honor of the Council of Ministers of the Republic of Belarus (2017), Certificate of Honor of the National Assembly of the Republic of Belarus (2018), breast mark from the Ministry of Education of the Republic of Belarus (2020). Received the title “Honorable Professor of the National Ukrainian Music Academy named after P.Tchaikovskyi” (2013).Repeatedly received the Gratitude from the Ministry of Culture of the Republic of Belarus (2014, 2015, 2016, 2018), the Gratitude from Prime Minister of the Republic of Belarus (2017, 2020), the Gratitude from the President of the Republic of Belarus (2012).
